It may not be able to be sued but I would think the license office would deny issuing a license till it was paid.
Exactly what kind of debt do you owe them?

I read someones file who also has ICBC debt and I found out that it too follows the regulations. So in BC it is 6 years and they can not sue you. You should be fine.
I would just go to any office and see if you can get a license. Just by asking this question does not acknowledge outstanding debts.
Does anyone know if there is a statute of limitations on ICBC debt? My debt with them if from 2001 and i have never had the money to pay it. Now I am in the middle of a divorce and will need my licence back as i wont be able to rely on ex for any kind of travel. My last contact with them was probably 9 years ago when they wouldn't take small payments from me.
