Subject: Privacy & iQor, Inc formerly CBCL - Canadian Bonded Credit Limited - Now Iqor Collection Agency et al.

This post doesn't belong to any particular thread but may be of general interest on the ever increasing privacy invasion we suffer. Here's part of the Wikipedia article on ANI (Automatic Number Identification) that most Collection agencies such as iQor, Inc formerly CBCL - Canadian Bonded Credit Limited - Now Iqor Collection Agency and TCR have. In fact, TCR advertises it on their site.

Mark Bonokoski of The Toronto Sun, [see their website, (torontosun.com/columnists)] detailed on the front page of the Sunday Sun, Oct. 29, 2006, how iQor, Inc formerly CBCL - Canadian Bonded Credit Limited - Now Iqor Collection Agency 's agents hounded an ex military man John E. Dowling to his death over 407 ETR toll bills via mistaken identity. At least, this was part of the reason he left in his suicide note. When I talked to the consumer advocate who is now the ombudsman for the 407, she referred to the man as an unfortunate man with mental problems. This ombudsman, who according to Section 18.1 of the Ontario 407 Act, is appointed by the" Lieutenant Governor in Council", is nothing of the sort. Titles like "consumer advocate" and "ombudman" are usually little more than euphemisms for recycled bill collectors who try and present an amiable veneer for brutal, unscrupulous and very rich owners siphoning and vulturing every dollar they can. Other public facades they maintain include charity and fund raising walks, hospital committees, political contributions etc, etc. Too bad about Mr. Dowling. I've dealt with the iQor, Inc formerly CBCL - Canadian Bonded Credit Limited - Now Iqor Collection Agency "ombudsman", surely another recycled bill collector, and I would have been very happy to help Mr. Dowling by having his calls forwarded to me, especially the autodialler ones. It all just a matter of knowing how to talk to these (and I use the term loosely) people. It really, really really is.

Privacy note
It is very important to realize that, when calling a telephone number, your own telephone number and telephone line type can always be captured by ANI equipment at the destination site -- whether or not you would otherwise be able to "block" transmission of your telephone number via Caller ID. ANI is unrelated to Caller ID, therefore Caller ID blocking does not affect the delivery of your telephone number to ANI service subscribers. The destination telephone company switching office will always know the originating telephone number, whether or not you have blocked Caller ID, or have a private number listing, and can relay that information to those who subscribe to ANI delivery services. Toll-free Inward WATS number subscribers and large companies normally have access to ANI information, either instantly via installed equipment, or via a monthly billing statement.

Bill collectors and private investigators have often conducted skip tracing of missing people by sending them postcards, enticing them to call their "800 numbers". The "skip" reveals his or her whereabouts by dialing the number. Residential subscribers can also obtain access to ANI information through third party companies that charge for the service.

Call 416 753 4900 or 888 804 8198 ask for Margret Delaney, she is the ombudsman, give her your details and VOILA your number will be removed. it can take up to 2 days although she did say 24 hrs. Yes REALLY it was that simple!
In my particular case I had told her that I had been in contact with my lawyer who informed me of the ILLEGAL practices they were using, ie; calling more than 3 times per week (more like 3 times a day) and using the unknown name unknown number feature when they call THEY HAVE TO DISPLAY the number BY LAW

It could simply be iQor, Inc formerly CBCL - Canadian Bonded Credit Limited - Now Iqor Collection Agency making an error while trying to find somebody with your name. If that was the case, it wouldn't make a difference how careful you are/were.

Many times people with bad credit are also transient. They move alot and hard to track down, making the collection agencies job much more difficult.

If you are uncomfortable about sharing your private and confidential Identification with a company you don't know, you could be more confident with providing it through a government agency such as consumer protection. This would also serve the purpose of letting the collection agency know that you're credible in what you're saying and not afraid to deal with the authorities.

Hi Monty,
I did think about ID theft but I keep a contious check on my accounts but I should make sure again. Next time they call I will inquire more about their sources. Bev is on the right track. Thanks much for the input.

Hey Stephen,
If there is a case of identity theft, you should be able to contact the creditor, collection agency with proper ID and have them stop the calls by verifying your actual identity.

The creditor should be able to verify your credit with your original signature on the contract your signed. If they can't verify your signature or any of your personal information and they are still calling you, you should complain to the Federal Privacy Commission of Canada Federal Privacy Commission of Canada for companies not having proper authorization to use your personal information.

Companies need to have your authorization to collect and report your personal information.

Nice job Bev,

That's what we're interested in is getting control back with the collection agencies etc.

While the ombudsmen's office are usually paid for by the creditors company, they're a good place to start.

Thanks for reporting your story.

Collection Agencies DO have laws that they need to abide by in each province. If they break these laws, they can have their license revoked by the provincial regulators. If collection agencies don't work within the law, we need to report them diligently.

I am getting calls myself and I know I have a flawless credit rating and am not in any arrears anywhere so I wonder if they somehow they are getting names mixed up. Even so, I believe a class action suit is in order to stop the HARASSMENT and to make them dam absolutely positive who they are tormenting.

after MONTHS of constant harrassment by these people I was FINALLY able to make it stop.

In my particular case I had told her that I had been in contact with my lawyer who informed me of the ILLEGAL practices they were using, ie; calling more than 3 times per week (more like 3 times a day) and using the unknown name unknown number feature when they call THEY HAVE TO DISPLAY the number BY LAW (they resorted to this AFTER I had call blocked them from my phone at a cost of $6 per month) These idiots were told repeatedly the debt in question was paid 6 mos BEFOR they even started calling, which BTW was only a month late. The person in question no longer even lives with us. AND Ms. Delaney said I was under no obligation to divulge where this person is, even though I do know. I have seen this persons cancelled check and debt in question, these people are insane and MUST BE STOPPED
I further told her, forcefully BUT politely that should the calls continue I WILL take them to civil/small claims court for the harrassment, ($10,000). For lost calls on my business line, court costs, the cost incurred by me to block them. My time wasted, ( we are self employed) which is a minimum of 25.00 per hour, when I bill out I bill out for a 2 hr minimum ..... so that 20 min call on hold will cost them EVERYTIME. I outlined my court claim as given to me by my lawyer who is basically reminding THEM of their legal obligations, I went on to tell her that I had also looked into the class action law suit pending against them and that I would not hesitate to utilize this also.
She was very helpfull even if I was really PO'd when I called. So if you call HER be polite she is there to help YOU
