Quite a mess. NCO has to obey Ontario collection laws, now that they are trying to collect in Ontario. Therefore if you send them a registered letter demanding they only contact you by mail in the future, they have to comply. Anyhow, you really can't expect anything more from a bunch of Ex-Somali pirates. They're trained in telephone terrorism and have few other skills.
Ontario Works, disability payments etc. are supposed to be exempt from garnishment and seizure. If you, or possibly your dependents, have chronic medical problems, you might be eligible for medical loan forgiveness, I know people who have applied for and gotten it, but eligibility rules constantly change. No sure what you might qualify for.
Also, if you haven't already, you should open up a bank account at a different bank than the one you're been dealing with. Not just a different branch of the same bank either. It's unclear why you don't get direct deposit. I also don't know if the form you fill out to get Ontario Works direct deposit will be shared with other government agencies To get OSAP and OW, you generally have to sign away all your privacy rights including access to you income tax return.
It might even prove wise to open up 2 accounts at different banks. Remove wages and OW deposits as soon as they're deposited into the first and transfer them to the second to protect them from potential seizure. Don't write any checks on the second account either. Even if certain income is supposed to be exempt from seizure, possession is often 90% of the law; trying to get money back can be timely and difficult.
