I have worked in the collection field and if you have provide them the bankruptcy documents and it shows the account they are trying to collect on in the bankruptcy than they can no longer continue to call you.
With regards to making a complaint against the agency it would depend on what province you live in. In BC it is the BPCPA or google Consumer Protection Act and they should have forms you can fill out online. You can advise them they are trying to collect a debt that was included in your bankruptcy and have put it on your credit bureau and you would like it removed..
With regards to the second account advise them not to contact you unless they can prove you have this account. By saying they never sent you a final bill that is not there fault, they could say they did and you didn't pay. It is always the consumer's responsibility to follow up on Final Billing.
