If the government goes after you it does. They cannot, and will not, take everything. Not in Canada.
Meanwhile, making the payments you determine you can afford will go a long way towards ensuring the do not go after you... just make sure it is reasonable. The government is aware of how much money you make. For the most part they're not smart enough to figure out how to share information, but when it comes to owing them money they figure it out pretty damn quickly!
Make sure you keep the payments reasonable to your income and they'll be fine with it. They will probably, unless you have an arrangement with them, garnishee income taxes, GST, etc. If you have a low income that is about as far as they will go... and if your income is low enough they won't even go after GST.
If the government asks for that information you would be advised to provide it in attempt to work out a deal. If a collection agency asks for it, personally, I wouldn't.
Demand that the collection agency send you a breakdown of the principal and interest accrued since the start of the loan. Demand that they send you their authorization to collect this loan... or a contact at the government you can use to verify the assignment. You can then contact that person directly and explain that you are not willing to disclose personal financial information to outside parties and see what you can arrange with him.
When it comes to the government, it is always best to deal with them directly... and they can actually be pretty reasonable about it.
